This is 1996 Mattel Cruella De Vil "Power in Pinstripes" 101 Dalmatians Doll #16295. This collector's edition doll (first in the series) is part of the Great Villains Collection series and comes in its original unopened packaging. I do not want to open the box but the hair appears to be blond  through the cellophane, blue eyes, and light complexion.

 This Barbie-type fashion doll is made of plastic and is 11 inches in size. The doll is a vintage piece and was manufactured in China during the 1990s. It is a great addition to any Disney Barbie Dolls collection, stand included.
