Albert Evan Wascher was born in Germany on October 7, 1896.  He came to the US after WWII, settling in Alameda, California by 1948, where he was employed as a radio engineer.  He married Angeline Maschio by 1948. Wascher was a member of the Hayward Art Association, Alameda Art Association, Diablo Art Association, president of the Society of Western Artists, and first president of the Oakland Art Association.  He is mentioned several times in the Oakland Tribune in the early and mid 1960s as an exhibitor at art shows, for his work as a juror at the London Square Art Festival, as director of the art division for the Alameda County Fair, and as a speaker at the Diablo Art Association.
