The output leads have been spliced for a plug. I tested the unit , it put out 13. 74 volts, I also used a cheap meter so it could vary slightly, I also put a load on it and it worked properly. There are blemishes to the finish, nothing major. Includes power cord. This is a heavy item , so shipping costs reflect that.
