They'll be packaged with each of the 3 sizes in 3 different bags, each labeled, as shown in the 2nd photo.
The easiest thing to do is to get a hair dryer and heat up each cue tip so the the cue tips softens, then slip it on the end of the cue and wait till the tip hardens.
