This was a a board created for a project that used v-USB. This is not setup for Arduino, chip has no bootloader.

Has isp pins, +5, and 3.3 supply voltages.

add on. This is just a board that can go on top and give you a USB and reset button. there is also an hdmi break out of the pins. This is not an HDMI interface, just a convenient way to breakout out all pins.
