Rare pokemon toy from 20 years ago we just found in our warehouse!

It says Mitsubishi Pencil but I know that it is a personal alarm. You pull that pin and it sounds off an alarm. I think it is for kids in Japan to protect themselves in case something happens.  Strange toy.
