The US Postal Service first issued this design in 1995.  The stamp shown here was released as a self-adhesive in 1999.  Other version of the 1c Kestrel have been issued over the years.

Found throughout the United States, the American Kestrel  is a small bird of prey.  It has slate blue and rust plumage and is also known as a "sparrow hawk," due to its small size.  It is one of the most colorful members of the falcon family, and modern ornithologists do not consider them "true kestrels." They are "brood parasites," meaning that they make their homes in nests of other birds. 

A bit more history: The United States Post Office issued its first stamp on July 1, 1847. Since that time, over 5000 stamps have been released. Each stamp is given its own identification number called a Scott Number. These stamps have been designated as Scott Number 3031.
