A vintage Morse Starrett Model 1 impact cable cutter. The blade shows some use and of course the cutter shows age overall, but the ID plate on it seems to have more wear than the rest of it. Others cutters of this type have a small metal plate that goes over the cutting area, this one doesn't appear to have been made with one - there are no remnants of anything that one would be attached with and the lower front of the cutter is rounded rather than having a flat area.
