This is a Eleking figure from 2012 by Bandai! Eleking is a kaiju from the Ultraman Series (namely Ultraseven). See pictures for details and a height measurement.

CONDITION: Scattered marks and signs of use, and the horns may be bent. The live sign hasn't been tested. See pictures for condition details.
