More about this stamp - The US Postal Service issued a sheet of twenty 33-cent Insects & Spiders commemorative stamps in Indianapolis, Indiana, on October 1, 1999.   The sheet includes sixteen insects and four spiders which were chosen because of their educational value and interest to children. 

A bit more history: The United States Post Office issued its first stamp on July 1, 1847. Since that time, over 5000 stamps have been released. Each stamp is given its own identification number called a Scott Number. This stamp has been designated as Scott Number 3351h.
