Opaque Knee Highs with an non-restrictive comfortable top. 

We tested these and our model was 5'3, dress size 12 and shoe size 3/4 and the knee highs were long enough to fit perfectly to the knee cap, if your feet and or calves are larger, they will sit much lower on the calf. Perfect for outdoor pursuits / walking/ wellies.
