These are plastic caps that are chrome plated, or colored.

These were purchased as NOS (New Old Stock) from the 80's. You be the judge. We are not experts on whether these are NOS or not but they are the exact same as some of the other Sugino Crank caps that are sold and listed as NOS on eBay.
