No access to delivery location or problem to deliver the package.

If carrier attempted to deliver the package to your address and did not have access to your delivery location, then you have to contact the carrier and arrange delivery or your package pick up.

If you did not arrange and/or did not pick up your package on time and it was shipped back to the sender, then you are is responsible for the 2nd time shipping and will be paying 100% the shipping cost. 

If you decide not to pay for the 2nd time shipping cost, the amount of money you paid for the item will be refunded after deduction of the original full amount of the shipping cost you paid since amount was paid to the carrier and item was shipped.
