Franklin Mint decorative plate called Purrfect Picnic (by artist Bill Bell).  There are a series of these plates with cats that were produced in the 1990s.  This fine porcelain is very colorful and depicts cats as nuns and monks, having a picnic and swimming and fishing in the small pond and playing/singing with guitar.  Colorful and cute!  The border is 24 karat gold and on the back it has the limited edition plate number HA1149 (number in gold).  No paper Certificate of Authenticity is here.  The plate is 8" round.
