This is a designer hand made, open jacket or coat by Chappell Rose Wearables.  It is one size with a 44" bust when pulled closed so there is room for all your clothes underneath and more room when left wider open. It is 31" in length with 2 large front pockets and 3/4 length sleeves.  The opening, the pockets and the sleeves have patterned facing strips giving it style.  The fabric is heavy, perhaps a brocade and warm for summer. The inside color of the fabric is a pale blue as can be seen in the last 2 photos.  It still looks brand new though may have been very lightly used.
