This is Haunts, the second Casebook supplement in the Stalking the Night Fantastic horror role-playing game line from Tri Tac Inc.

Published in 1984 and written by Tri Tac founder Richard Tucholka, this early horror RPG expansion is fully compatible with both:

The Casebook #2 (TTS #3020), is a spiral-bound softcover edition. Haunts expands the Bureau 13 universe with new ghost-hunting adventures, paranormal encounters, and a unique ghost generation system for Game Masters. Rather than focusing on a single storyline, this supplement provides multiple adventures along with tools for creating original supernatural investigations. It represents one of the earliest RPG products devoted specifically to modern paranormal investigation.

Inside are seven adventures, a complete Haunt Generation system, expanded equipment, new Friends and Enemies, vehicles, weapons, utility sheets, and extensive information for Game Masters wishing to create their own ghost-hunting campaigns. 

Tri Tac Inc. was founded in the late 1970s by Richard Tucholka, a prolific and highly imaginative independent game designer. Tri Tac was one of the earliest small-press RPG publishers operating outside of TSR's Dungeons & Dragons circle. Tri Tac titles include Bureau 13FTL: 2448FringeworthyIncursion, and others—all highly regarded among collectors of early independent role-playing games. Stalking the Night Fantastic was among the first tabletop RPGs centered on paranormal investigations, predating many later horror investigation systems.
