Pre-owned. These pieces have normal signs of general use (light surface scuffs/scratches, water spots). Knife blades have some tiny dark dots of finish wear and some discolored spots. One teaspoon has a tiny nick on the edge of the spoon bowl that is slightly rough, but it's not sharp so it's still fine to use.
