According to a Fandom page online George Comstock owned the company in Pennsylvania from 1903 too 1917 and there is a listing in a Machinery magazine online from 1911 on the Vintage Machinery org website.

Condition is completely legible with some price quote written in ink near the top and a a tear at the upper left corner. Creases.
