It's short for "Friedrich Wilhelm R", referring to Frederick William I, the Soldier King, of Prussia. Frederick William I (1640-1740), known as the "Soldier King," he transformed Prussia into a powerful military state. He doubled the army's size, increased the officer corps, and focused on military discipline and training.
