After installed, when you pull the handle to flush, the toilet flapper stopper will not let the flapper go all the way up. 

This changes how the toilet works as the person flushing the toilet must hold the handle down until the flush is as needed. When the person flushing the toilet is satisfied with the flush they simply let off the handle and the toilet flapper stopper forces the flapper to close.
