This is a triple bronze oak leaf cluster ribbon device for military ribbons.  

This has the prongs on the back that you push the the ribbon and then bend over on the back.

Tip: use needlenose pliers to straighten out the prongs on the back, if needed, before pushing thru ribbon to ensure proper alignment.  Sometimes I use a pin to pre-hole the ribbon.
