This steering wheel is from a 1968 or '69 Mustang .

The rim is split in several places.

The center pad is worn, scuffed and stained.

The horn ring is in very good condition.

The contact rub  rings are missing from the back of the wheel.

One of the horn contact points is missing.

The horn return spring is in place.
