It appears to be a waterproof windbreaker reversible vest with pockets upon pockets on both sides, all zippered

3 zippered pockets on the navy side and 2 zippered pockets on the gray side

measurements:

28" across the chest armpit to armpit , there is NO stretch

26 1/2" long
