This is a silver Wager Cup often used at weddings. The large cup was for the groom, the small for the bride. Wagers were otherwise made for drinking from the large cup without spilling an also full small cup. The skirt has three "Hanau" marks, a sort of fleur de lis, an N like that used for Nurenberg in 1710 and a crown. It is 4 1/2" tall and weighs 64.2 grams. I see similar cups made in Germany or Holland and imported to England with English import marks offered for $2000. Another Hanau example is offered on Etsy for $1600. Smoke 'em if you got 'em.
Significant flaws not depicted in the photos are described here-with, minor flaws and normal wear are not. Unless the item is described as new, assume there will be minor flaws or wear commensurate with a used item of given age.
