Your tire diameter =A*B/500+C*2.54 =215*70/500+15*2.54 =68.2cm
Your tire diameter =A*B/(2.54*500)+C =215*70/(2.54*500)+15 =26.86inch
So you can choose Size S/14 inch one.
2.For example, your tire is 285/75r16,the diameter of your tire is 83.4cm（between 18inch cover fit range）,32.8 inch （between 17inch cover fit range),it's just between the fitment size range of 17 inch cover and 18 inch cover,pls choose bigger one (18 inch one).Both covers would fit ,but the bigger one would be better choice when it's close.
