Handmade HORSE HAIR Art Pottery Ceramic Candle Holder Or Bowl

This is an interesting piece that I purchased at an estate sale, and know almost nothing about. 

It measures approximately  2.75"  by  3.5"

The item appears to have paint brush strokes on both the cream / off white (slightly pearlescent) base coat and the blue stripe. 

This piece is not signed that I could find, and may be a student piece.

This piece is in excellent pre-owned condition, with no chips or cracks.

All my items are from a clean, non-smoking, and cat-free home.
