This is a sleeve/pouch designed to be mounted on the internal molle of backpacks such as ASAP 3DAP and Spartan. It utilises 3 PALS rows and 3 cells wide, so basically can be used with other packs with mil-spec molle interior.

You can put a hydration bladder, clothes etc in it.

Approximate size is 12Hx6Wx4D inches, but wider objects can fit in a trade of thickness and vice versa.
