Black vinyl 
18-1/2" long, ~5" wide, 5" tall 
It is most likely from the 1990s
It has a metal base (seat pan)

This seat is New Old Stock however it does have a small tear (~1/2" x 1/2")
in the vinyl on the right side (as sitting on the seat) (see photos)

It was inside the factory plastic wrap and was removed to take photographs.
Seat post hardware is NOT included
