1990s Pokemon Pocket Monsters Holo Prism Vending Sticker Raichu Bulbasaur POWER

Possible candidate to send off for grading. I believe this is 1990s. Very difficult to find information on the POWER back set. I believe this is a vending sticker, but I'm not about to peel the edge to double check :) Found in a small, thin plastic sleeve. Perhaps the original sleeve from the vending machine. Really colorful sparkle hologram/prizm effect that my camera did not do the best job of capturing.
