These are starters for fluorescent lights with the older iron core ballast and starter system.

They have a range of 4-22W. Many people find that on fitting standard 4-65W or 4-80W starters to low wattage fluorescent lights (eg: 18W), they do not work. This is usually because you need starters with a lower range such as these which are 4-22W.
