Found in boxes of things from my grandfather's house

(passed on to my father in the early 70's-he kept everything and I am now finally years later going through everything.

I am sure this was used by my grandfather at his work as head clerk and a banking company in Baltimore before his retirement in early 1960's.  I cannot be certain this is brass, but it appears to be.

I have not cleaned or polished it!
