Plate has some mark and based on the way how back of the plate looks like it is definitely French made. I believe it is more Sevres than Limoges due to the way how portrait has been signed by the artist as many of Sevres pieces have been signed.

Plate has gold accents on beautiful vibrant turquoise teal rim and gold appears to be intact

The only flaw is couple of chips on bottom rim ( see photos)
