This pair of 1964 Philadelphia Mint Sets are not in government packaging but are a put-together set in some kind of promotional packaging. That being said, the coins are in mint state and look quite a bit better than the photos as the plastic holders are pretty beat up. 

Even so, I am still going to start the opening bid at 10% below silver melt!
