This vintage Jouef SNCF 140 C Class 2-8-0 Locomotive is one of the drive belt variants, and is in very good+ condition physically overall, bar the fact the belt needs replacing. Looking at the wheels, it doesn’t appear to have seen much use at all, and the belt’s demise is probably age related.

Minimal wear or marking, no damage, everything looks to be present and correct. If you have the part or know of a correctly sized modern alternative, you will have yourself a quick repair and a lovely locomotive.
