This item is an official mini plush figure of Panty Anarchy, one of the Angel sisters and main characters from the anime series, New Panty & Stocking with Garterbelt! This is from the new Chimattosan New Panty & Stocking with Garterbelt prize collection line, released only in Japan in select arcade machines. This has the NPASWG cast in cute chibi forms! The plush is about 5 inches in length. The item is brand new, undamaged and with the paper tag attached.
