a nice sized, wax seal stamp,
the matrix shows a 17th - 18th Century coat of arms with
the Dutch Lion / Hollandse Leeuw holding a balanced scale,
probably used in an Audit Office - Grafelijkheidsrekenkamer / Rekenkamer - of Holland.
In the 17th-century Dutch Republic, financial control was managed by specialized audit offices like the Generaliteitsrekenkamer and regional chambers like the Grafelijkheidsrekenkamer / Rekenkamer der Domeinen. These bodies audited state revenues, expenses, and receiver-general accounts.
The coat of arms of the Generaliteitsrekenkamer features a rampant lion, whereas
a scale is characteristic of the coat of arms of the regional Grafelijkheidsrekenkamer / Audit Office of Holland.
From 1663 onwards, the
Generaliteitsrekenkamer used a coat of arms with a golden lion on a red field
(derived from the coat of arms of Holland), and the scale was specifically
added in heraldry and on historical carpet cushions as an attribute for the
auditors of Holland to symbolize balance and justice in the auditing of funds.

made of wood and, what we believe is, silver, but no hall marks found, so no guarantee,
condition: stable and firm, signs of age and use, some dents and scratches,
