This is a cast iron driver that's about 3 inches long. Unlike most of these, the arms move as shown in the first 2 pictures. Also, as shown in the first picture, there is a hole in his head, most likely for a hat. There a just a few remnants of original paint left. It looks like he's got a long thick mustache.
