This is a men's San Antonio Brahmas UFL football jersey.  It was made by Genuine Collective with the numbers pressed into the fabric and "San Antonio" and "UFL" embroidered on.

It is a men's size 3XL and when measured while lying flat it is 28" from armpit to armpit and 33" from the back of the neck to bottom hem.
