This is a Danica Patrick, Indy Car Series, jersey looking shirt. The shirt was made by Main Gate.  

The jersey has everything sublimated into the fabric. It is a men's small and when measured while lying flat it is 19" from armpit to armpit and 27" from the back of the neck to bottom hem.
