Antique and I'm guessing late 1800's Straw hat cleaner. Packets or envelopes measure approx. 4 1/4 by 3.  These are abtique products made in England. They are unused with the contents still inside.  Colorful and attravtive packaging. . Some packages have slight tears at the top but all contents are undisturbed.
