These are new, but surplus to requirements. Originally guaranteed by the manufacturer for 10 years, however I am not able to pass on this guarantee, hence sold as "new other". The original packaging refers to the cams being "adjustable" and there's a slot for an allen key for that, however I could not figure out which direction the adjusment is supposed to go and whether it works at all.
