After WW2, production of locomotives restarted but supplies were scarce for new production in Japan at the time.

Therefore, JNR got an idea if boiler of Class D51 Steam Loco could be diverted to new class loco because of the surplus.

Thus Class C61 was built and it was the first Hudson Type locomotive in Japan.
