This is how I (usually) ship:
Under $8 - Free = Economy mail - plain white envelope, penny sleeve, semi-rigid top loader, stamp, no tracking.
$8 to $20 - Free = Economy mail - padded envelope, penny sleeve, semi-rigid or rigid top loader, stamps, no tracking.
Over $20 Free = padded envelop, penny sleeve, semi-rigid or rigid top loader, tracking, USPS First Class Mail.
If you want tracking for anything under $20 value it is an additional $3.
