I believe it has applications for Ford Flat Head engines, but likely has other uses as well.
Overall good used vintage cosmetic condition. There is patina, discoloration and cosmetic imperfections from use/age. Finish looks to just be raw metal with scratches, etc.
Still seems to be in good mechanical condition. Handle opens/shuts the end as it should. The two narrow jaws do look to be spread out at the tips, not sure if that is original or if they are bent that way (see pictures.) No other significant performance issues were noted.
