This miniature cloisonne teapot,likely made in China during the period of 1870-1910 approx, created for export. Bubbled interior glaze, irregular spout hole cut, shows true age. 5" handle to spout, 3 1/2" tall, base about 1"  Did a basic look up on this and concluded that it is most likely Chinese because of designs, it is not highly polished, and has a few expected tiny pitting which is more common for Chinese pots. It  meets the criteria  for antique, please use the pictures to determine condition, design, shape, etc.
