Here is a Vtg LEATHER CANVAS STRETCHER COBBLERS LASTING PLIERS PULLER TACKER.  No name that I see on them.  Maybe upholstering tool.  

Good, used, vintage condition.  I lightly cleaned and oiled.  They open and close fine.  Jaws look fine and are about 1-1/2" wide.  They have a hammer head for tacking.  Ready to use with no issues.
