Georgian Bronze Cottam & Hallen Implement / Tool Winsley St London

This is an unidentified bronze tool / fitting made by Cottam & Hallen of Winslet St, London, circa early 1800's.

Cottam & Hallen were London engineers, iron founders and agricultural/stable fitting makers, based at 2 Winsley Street, Oxford Street, with an entrance at 76 Oxford Street from 1818. They made practical ironwork, stable fittings, agricultural machinery, bedsteads, gates, pumps, hot-water apparatus, etc.

This is certainly an early piece with hand engraved wording but its purpose is unknown, possibly a stable / coach house lantern bracket.
