Artificial Intelligence and Land-Use Administrative Law

With the advancement of artificial intelligence, how to reshape the rule of law framework and the logic of governance in land and spatial administration has become an urgent issue. This book focuses on land administration law, and explores how artificial intelligence can restructure the legal basis of public decision-making, administrative discretion, and procedural justice. Currently, AI and automated valuation models (AVMs) are widely used in urban plan deliberation, land acquisition and compensation, and real estate registration procedures. Although they enhance efficiency and consistency, they pose new challenges to legality, the principle of proportionality, and the duty of reasoning, and at the same time, impact on the core principles of the rule of law, such as procedural justice.
The book is based on a three-tier governance model - legal (mandate and responsibility), organisational (ethical and data governance), and societal (civic engagement and oversight) - as the main axis of analysis.
