Research strongly indicates this was issued during the tenure of Marshall Jewell (1825–1884), who served as U.S. Postmaster General under President Ulysses S. Grant from 1874–1876.

Charles Conant was Assistant Treasurer to the United States - rising to that level from a clerk's position.
