I don't know much about this as I got this from a garage clean out.  Based on other listings, it appears to be used Ford Model T Smooth Steering measuring 15 3/4" to 16" outside dimension as shown.  The center hole opening is right at 3/4".  Based on other listings, the ring may be hard rubber and this might for for 1926 or 1927.  It is definitely used as it appears someone cleaned up the metal at one time to restore, but never did.  So there is rust, corrosion, scrapes, scratches, dings, pitting, light cracking, paint spots, a little wave/wobble in the rubber, etc.  However, plenty of life left as a used part.  Please see the pictures as they are part of the description.  Again, check to make sure that this will fit your application.  What you see is what you get.  Look the pictures over and judge for yourself!
